That figure is what providers said they charge, not a target for what your SEO should cost. Ahrefs ran the survey, providers chose to take part, and the figures are in US dollars across many countries.

What does "managed SEO" mean?

What does "self-serve SEO software" mean?
Software you log into and use yourself: a platform or tool suite that checks, researches or reports, while you or your team interpret it and make the changes.
It costs much less than a managed service, because you are buying the tool, not anyone’s time to act on it.
Which one is cheaper?
